The shepherd not only tends the sheep but he also separates the weak from the strong and the sheep from the goats.
Ezekiel 34:11–12, 15–17. It was ordinary practice to describe the kings of Judah as shepherds in imitation of similar descriptions of God. Here God is described as unhappy with those who have been shepherding the flock (that is, the human rulers), so God will personally intervene to take on the responsibility. Those who have grown "sleek and strong" at the expense of the weak and injured will be "destroyed"—selected to be eaten. But God will care for the weak, even if they aren't intended for the cooking fire
