Isaiah 22:19–23. Shebna was probably a leading force in encouraging King Hezekiah to adopt a disastrous foreign policy, and he was replaced by Eliakim—an act that the prophet ascribes to God. Eliakim is basically made the secretary of state, and the investiture ceremony included a ritual placing of the palace keys on his shoulder as a symbol of total authority.
